This is a not dangerous non memory-resident encrypted parasitic virus. It searches for COM or EXE files (devending on virus version) and infects them in the current directory, then in DOS, WINDOWS, WINDOWSCOMMAND directories on the current drive, if they exist.
On September 16th the viruses display the message:
